The fear of the Lord is the key to this treasure

Isaiah 33:1-24
O Lord, be gracious to us; we long for you. Be our strngth every morning, our salvation in time of distress.    Nice prayer
The fear of the Lord is the key to this treasure.  Important key point
He who a)walks righteously and b) speaks what is right, who1) rejects gain from extortion and 2)keeps his hand from accepting bribes, who 3)stops his ears against plots of murder and 4)shuts his eyes against contemplating evil - this is the man who will dwell on the htights, whose refuge will be the mountain fortress.
Its stakes will never be pulled up, nor any of its ropes broken.
This is a chapter with many changes of speaker and mood.
Why?
Not only doing the righteous things and speaks what is right, but also don't do the evil thing and accept bribes. Those men dwell on the hights, not in the low.
Only those who live by their faith in god remain unshaken in circumstances like these.
God never deserts his own: the city defended by him is unassailable. Where God is king, all is safe, all are cared and provided for, sins are forgien, sickness unknown.
How?
